The standard sixteen-section document for a chemical product, which federal hazard-communication rules require to be available to anybody who works with it.

Available means findable by a crew member during their shift, not filed in an office that's locked at 5am. A binder in the chemical store and a copy on a phone both count; a copy only the superintendent can reach does not.

It is a different document from the product label and it does not replace it. The label carries the legal use instructions — rate, re-entry, protective equipment; the safety data sheet carries the hazard, handling and first-aid information. An inspector may ask for either.
