Municipal course

A golf course owned by a city, county or park district, usually run as a division of parks and recreation.

The constraints are governmental rather than commercial: a procurement process for anything over a threshold, a published budget, an elected body that can ask about the water bill, and often a crew shared with ballfields and cemeteries.

The same superintendent, the same sprayer and the same certification file frequently cover all of it, which is why software that only understands golf holes is a poor fit.
